Smooth the vinyl with your scraper tool or a brayer. Have you tried a spray or paint-on polyurethane?? This includes the outer edges as well as the small interior shapes. Lets look at a piece of adhesive vinyl up close. Youll see that your piece of vinyl is made of two different layers. I have had a super difficult time getting the vinyl to adhere to this slick surface.
